Tender Issued for NCT Equipment as CPA Assumes Control

From our correspondent Correspondent, Chattogram: Before handing over operations of the New Mooring Container Terminal (NCT) to a foreign operator, the Chattogram Port Authority (CPA) has initiated steps to run it under interim self-management. As a first step, the port today published an open tender for the supply of tractor-trailers and prime movers.

Discussions around appointing a foreign operator for NCT have been ongoing for years. For over a decade, private company Saif Powertec has been managing NCT under multiple contract extensions. However, its current term is set to expire in the first week of July. Though there was a plan to bring in a new international-grade foreign operator to boost operations, the process remains incomplete.

Following a directive from the Ministry of Shipping, the CPA has been tasked with taking full responsibility of NCT for the interim period. Initially set for six months, this transition has raised questions regarding policy complications, financial pressure, and operational readiness.

Why was the foreign operator delayed?
Although the international bidding process to appoint a new operator began late last year, it has yet to conclude due to various technical and administrative reasons. With the existing operator’s term ending soon, there was concern that NCT’s operations could be disrupted. As a result, the ministry opted for an alternative arrangement under CPA’s direct management.

Financial challenge
The interim operation is estimated to require a direct investment of around BDT 420 million. This includes procurement of tractor-trailers, prime movers, fuel, drivers, helpers, and other associated services. The first step began on June 25 with the publication of the open tender to ensure equipment and manpower supply.

However, concerns remain about whether this temporary investment will remain effective once a foreign operator is eventually appointed. The necessity of these vehicles and personnel may diminish under new management.

Capability concerns
Although the Chattogram Port Authority has made significant progress in container handling over the past two decades, it has limited experience in directly managing full-scale container terminals. Operating a high-pressure facility like NCT could therefore pose serious challenges.

On the positive side, the experience gained during this interim period could help enhance national capabilities in the long term.

Future outlook
Experts believe this transitional phase could be an opportunity to reduce reliance on foreign operators—if managed efficiently. However, success will depend on CPA’s preparedness, transparency, and operational efficiency.

A clear message emerges from this entire process: it is crucial to build local capacity and have contingency measures in place. While foreign investment and partnerships are welcome, national institutions must ultimately be equipped to manage critical infrastructure independently.
